That's how I used it. Placed a thin film on metal surface to fill in scratches and a thin coat on the paper gasket and all is well.

Is this a good thread sealer on a pipe fitting on and aluminum water pump?

Yes but let it cure overnight for best results. If you don't have the time make sure everything is dry and at least let it sit for a few hours without getting wet.

Safe for potable water like in dishwasher?

No. PermaTex states it is not safe. Look for a food grade sealant
