Is this enamel or acrylic - they are two different things - paint cannot be both enamel and acrylic!...?

This product is an acrylic enamel.

Will this work for a popsicle school bus craft I’d plan to make with my grandson?

It can be used on wood. But the enamels are transparent so you can see thru glass I suppose. They have a gloss finish. But they are good for all the same things as regular acrylic. Just not opaque. I use it as you would any other acrylic paint. I find the enamels, when cured, make things water resistant. Sometimes I use the same color in the regular acrylics for a coat or two before the enamels because they are transparent some take too many coats or some you can't get solid color at all. But I like the glossy water resistance on some projects.

Can I use this on a glazed ceramic pot outside with plants inside it? I will obviously have to sand it quite a bit....

It can be used outside but it will need to be sealed with a UV and weather protective sealer. FolkArt does have a line of outdoor paints that have a sealer and primer all in 1 if you would like to use those instead. Can I use this on a fabric lamp shade that I want to temain translucent?

This paint is not a translucent paint and it is not intended to be used on fabric.
