Indeed they are big enough to fit over a table tennis ball!

Is thus a thermal fabric

You could describe it as a thermal fabric , it would certainly help to keep something warm say if you used it to surround a mug/drink carton. Similarly if it was stitched around something that contained a cool drink, if you wet the fabric and let it dry on a summers day it would help keep the liquid cool by the act of evaporation.

Is this felt washable ?

Yes it is washable I mistakenly left one of my makes in my pocket and put it in the washing machine it came out perfectly fine
