Will these fit a basket 10" diameter by12" high?

Yes they should we used them for big raffle baskets . They all fit no issues and these are super clear and not wrinkly

Would this be too much for a coffee cup?

Yes, it's too big for coffee cup, would you consider Wowfit 9x20 one? Some customers used them for the purpose. Hope this helps, thanks! Wowfit Cello Bags,10 CT 9x20 inches Clear Cellophane Bags: https://www.amazon.com/dp/B07MG3XRP8

Would these fit a box that's 9x12 inches?

As the dimensions of the bags are 24x30", they'd be overkill for a mere 9x12" box... unless it, or the stuff in it, were tall... or you wanted lots and lots of cellophane sticking up or flopping over dramatically :^)
