It can with a T-tool which is good for loosening and tightening the trucks! The pros are it’s very durable and it’s made of good plastic! And I got the 22’ inch so it works great for my size! But if you are a beginner i recommend getting the 26’ inch as Thats more better as it’s longer so it’s easier to balance! It does skate well against concrete and roads and it isn’t too wobbly!
