What is the proper way to measure these? I ordered 20-24” and am sadly disappointed with the almost 18” piece

On a curved shofar, you are actually measuring the shofar with a sewer's measuring tape, right along the lines of the curves. You don't measure directly from end to end in a straight line. So a 20-24" shofar would probably measure about 18" along a straight line from end-to-end.
