It's a reissue and the seller should not list it as vintage. That's incredibly misleading if not unethical.

Are his feet metal? Or was it always plastic?

The original was definitely plastic as well as the reissue.

Is this exactly like the 1985 figure?

Yes. Sadly, the reissues do not include the red decoder. Otherwise, exactly the same.
