It does provide a structured way to play your favorite numbers in a more logical, higher-probability-to-win method. Some of the wheeling methods require 10s or 100s of dollars to play while proposing higher odds of winning a prize but there are several, lower-odds-of-winning but much cheaper ($2-10 per play) approaches proposed.
