Is this backboard compatible with Winmau Blade 4?

The viper has your standard mounting piece in the center of the board I'd be surprised if it didn't mount well with the Winmau blade 4. I haven't had any trouble with mounting boards on mine at home.

Do darts come with this

The Viper EVA is a wall protector. It does not include a dartboard or darts. It will work with any regulation sized 18in. sisal dartboard.

what is the wall protector made of?

Felt and a piece of thin wood. Works well for me!

can center hanger be removed and another hanger be added for board with hanger hole at top rather than center?

Probably, if you’re careful about the height measurement.
