Q: is this like that gel underneath or is it all solid glitter?

I was bummed. Glitter is only on the top layer. Underneath is gel like stuff.

Q: Is this eye shadow powder or oily ?

This chunky glitter has a waxy texture that gives it slip , but if you use a good eyeshadow primer it will NOT feel nor look oily . Also if you want to use it as a topper for your eyeshadow base it looks phenomenal use a good glitter glue of course. I love it !!! Get many many manyyyyy compliments on my looks and I have paid top dollars for similar products as this and not nearly as pretty and versatile . I use this little $1 glitter in a multitude of ways and I charge a lot for event make up , makeovers , make up sessions , lessons.

Q: At the back of the cardboard package it states "not for use around eyes or lips." Could I use it to add sparkle to my eyes and cheeks? Pretty confused

I think it's a glitter eyeshadows. You can use it. Don't worry 😄
