I would say order size 9.5. These fit true to size. I ordered a size 13 for my husband and they fit perfectly; he wears a size 13.

I wear 11 should I go down a size or up a size

They are pretty true to size. I wear a 10 to 10 1/2, depending on the brand of shoes. I purchased size 10 and they fit. I have narrow feet and they are wide for me.
