Does the base offer surge protection?

I doubt that it has surge protection but is possible to have some it just would not be the surge one.

Does this also work with the 737 Power Bank (PowerCore 24K) as well?

737 Power Bank (PowerCore 24K) cannot be charged via the top connectors but you can charge it via side cable ports for around 66W up to 80W from what I saw.

Can you leave the anker base plugged in even when you're not charging or does it have to be unplugged to the power outlet ?

You can leave it plugged in and if you need to disconnect it you need to unplug on the socket not behind the base. I read the instructions and warning and don't see a disclaimer about unplug when not used.
