Can I change the place of dish rack in to thr first layer in case doesn’t fit my height ?

Can I put the top shelves (plates drying racks) on the bottom bar & the bottom stuff (like soap holder) on the top bar? My cabinets are too low.

I just moved them and measured. On my sink, putting the dish baskets on the lower bar would block my faucet that is 10 inches above the countertop from moving left to right and crowd the sink if washing larger dishes, like cookie sheets or large pots. The clearance from the counter to the bottom of the dish basket would be less than 7 inches and is not adjustable because it is secured with a screw that goes through a hole in it. If you have a low profile faucet and dont wash huge dishes it might work. Or, I guess you could always add something below it around the edges that could make it higher if you wanted?

Where is the water going to drain? Over the countertop?

I have mine positioned so it will drain over the sink...very little water gets on the counter
