What size would I get a size 16-18 in girls size? The chart information didn't say. I assume extra large... but?

My daughter is size a skinny 12-14 and the XL barely fits her. So none of these will fit her. She also fits into XS at women’s stores like Victoria’s Secret which has clearance $8 bras so I’m buying that for her now. No more girls bras
