Can i safely keep a cisco 16 port ethernet only router (no wifi), and a cable modem inside this enclosure? will there be heat issues?

It depends on where the cabinet is, and what the ambient temperature of the surrounding air is. If it is stored in an 'unconditioned space' (garage) and you live in Death Valley....NO. If you live in San Francisco, no problem. It is a metal cabinet, so it should help transfer heat from router/switch to ambient temperature. But, I'm not sure whether your unit has a cooling fan, and how many watts this device will be consuming on average.

Can a lock be installed ?

If you purchase the hinged door, then yes you can install a lock.

Is the cover larger than the box

Yes, the cover extends past the dimensions of the box. I cut my drywall tight to the box and the cover covers over the drywall edge so you don't see it.

Anyone use this behind the TV to hide the Samsung one connect box?

This enclosure is metal so it will interfere with WiFi signals. We do have a box which was made specifically for use with the Samsung One Connect and other TV devices - item ENP1705-NA-V1.
