Can you do duel screens with two of these monitors?

I have one of these plugged into my Dell inspiron laptop to use as a second monitor and it works great.

No, it is not a touch screen. It is a conventional 'flat panel' monitor.

does this have both cords with it, to connect to tower and power cord?

It comes with a VGA cable, and a power cable. The VGA will connect to a PC with a VGA port. There is also a DVI connector, but no cable supplied. They're fairly inexpensive to get, though.
