You need to purchase a Locking Terminator Lock for Cable TV or Satellite utility Box. You can purchase it on Amazon for $8.65. You will also need a CATV cable Locking Terminator tool. Amazon $5.78

Q: What size are the bottom openings? Would they fit a 0.71" UHF/PL259 connector?

there are no openings, it is a hinged box, but easy to drill a hole into, that's what I did for my rj49 patch cord.

7.5 x 9 is the max full space you can get because of the post to screw the box shut, but if you don't need it, it would be possible to cut it off/seal it and have the full 8.5 x 9 dimension and just use the little side latch to hold it shut.
