Some reviews show the light seems to shines up thru the top as well as sides, BUT some show no light comes thru top-which is it?

No light comes through the top. The top frame, that holds the glass, is solid. The bottom frame is open, so the light shines through.

Can you change the light bulb if it goes out?

I live in the Northeast, and we have cold, snowy winters. Does anybody have any insight into 20 degrees F to -20 on the worst days?

IT appears that this fixture is dimmable. No mention if it has "smart features so is it "alexa compatible"?

The light is not dimmable and not Alexa compatible by itself. I have mine running on a smart switch that is Alexa controlled via SmartThings: "Alexa, turn on the outside lights". Also note that there is a light sensor on the fixture, so it will not come on during the day regardless of it is switched on.
