Does it have slits so it could be used on a bed with a footboard?

I didn't think it was going to have slits, just pleats, but mine arrived and the end panel is fully split from the side panels, and I am able to use it unmodified with my frame and footboard.

Would this work on a platform base?

Yes! I use it on my platform base bed and it works great! It hides the ugly metal leg, but make sure you have a head board cause they only have the drop on 3 sides so it leaves the head of the bed exposed.

Is this a "wrap around" style bed skirt or does it cover the box springs under mattress?

It covers the box spring under the mattress.

Does it fit adjustable base with the mattress stopper?

This has a drop length of 16" therefore as long as the adjustable base and mattress stopper are not too elevated it should be fine, thank you for your inquiry!
