Is there a best before date?

Hi, Underneath my plastic container there is 02/03 embossed which I don't believe is connected to a Best Before date. There is also a stamped figure of 10470 BQ 02 : 42 which I can't associate with a Best Before date. Other than that, there is no other figures.
