Can this be used while plugged in to power or must you unplug it once it's charged to use it?

What battery are we referring to? This TV/DVD combo does not have a battery. It must be hooked up to external 12v power supply (car,boat, rv battery) or plugged into a 120v source through its adapter power cord. I'm not sure what Jim T is referring to... "When its plugged in or after you charge up its better but it will work he plugged in." Huh, What?

yes it does Scan over the air channels.

can you connect this to cable?

Yes I have connected cable TV to it. The plug the antenna adapter then plug in the cable. Power it on, click menu and then there is a setup option for cable. EZ

can the monitor be flipped around on the mounting bracket? I would like it to hang underneath a cuppard. Could that be done?

YES- there is a slot on the back of it that a nut on the mounting bracket slides into. They don't give you any instructions for this, but you can see it in the side view picture on the Amazon site. The back view shows the slot. You can slide the bracket along the slot up toward the top of the unit and turn it around so it points upward for mounting under your cabinet. You can also point it backward for mounting on a wall.
