No, it’s not noisy at all. With just the flames on there is no noise at all. When the heat is on, it is a very quiet fan that blows the heat. Quieter than any fan I own. I am very noise hypersensitive. This unit is NOT noisy.

How much does it cost per hour to run?

I have this set on the lowest thermostat setting (which is 62 degrees Fahrenheit) at night in my bedroom (which is about 350 square feet).  This means it turns on and off regularly throughout the night to (very comfortably and mostly quietly) maintain the temp.  My electric bill usage shows less than 1 kWh per hour during the night with this, clocks and the fridge going.  In my area this equates to about $35 more per month than when I am not using it.  It's cheaper than using our baseboard heaters and FAR more effective than our cadet heater in the bedroom wall.

What kind of functionality does the remote have?  Does it have a timer to turn on?

The remote has four function buttons:  power; flame setting; temperature; timer.  The flame height can be adjusted from 1 to 5;  level 1 is lighted embers, level 1 is a low flame, etc. The temperature can be set in increments of 2 degress from 62F to 82F.  The remote will allow you to see what the temperature is set at, but you have to adjust it manually from the control panel.  The timer can be set to turn the unit off, but not on.  It starts at 30 minutes and increases in hourly intervals from 1 hour to 9 hours.  Unlike the temperature, the timer can be set with the remote.  Your local hardware store might have a timer you could attach to it to turn it on automatically.  I don't know that for a fact, but I don't see why it wouldn't operate similarly to any other electrical appliance that can be used with a timer.
