Does this have a dimmer?

No, but you can add a 12V/24V dimmer into the output circuit to get dimming functionality. Run the output low voltage wires from the transformer to the inline dimmer, then out to the lights. Make sure to get a low voltage (12V/24V) dimmer, not one of the standard (110V/220V) dimmers, and make sure the LED lights being used are rated for dimmer use.

How do you protect high voltage input wire under the sink? Does it go in a junction box or heats up and needs to stay open?

My power supply input was 120 VAC. My unit is in open air application.

I have 24 small led lights i believe are 3 watts each. Will this work for them?

This should have plenty of power for your leds if you are talking about 3 watts at 12 volts. Do the math. 24x3=72 watts. The unit is capable of 400 watts.
