No, this product is designed to handle 10 amps.

How well does it handle cold below 15 degrees weather?

The stand is metal, so there is no problem there. I would guess that the walls of the spool portion could become brittle in real cold weather. It's in the 20's right now where I am and I bent it and it was still flexible.
