How to remove this from complicated uneven surface full of resistors and capacitors? Heatgun is not an option since it's heat resistant.

You might be able to use acetone (nail varnish remover) or paint thinners. Be careful on plastic components though.

Can it be used on a car windscreen

Don’t see why not it’s silicon sealant, not sure why you’d use high temperature on a windscreen though, unless it’s for a ‘hot hatch’!!! Sorry
