why does it say 2 Batteries if it's only one?

If it is A legit 8ah battery, the price is still fantastic

Does anybody know if this will fit inside the Milwaukee M18 vacuum?

Yes it will, I use the 8.0 in my vacuum. Plenty of run time for cleaning your car or truck too

Why are the 8ah haft the price of the 9ah?

9ah have the regular 18650 batteries , 8.0ah have the larger 21650 batteries which are more robust & run cooler.
