Are these actually memory foam or just normal foam?

I don't think it's memory foam, they are a bouncy flexible foam that provides support but is not a solid plastic hard insole that typically hurts sore feet. These are quite good at supporting arches.

Could these be used inside football boots? If so what size would you recommend?

Difficult to say. I bought mine because I had a metatarsal stress fracture from doing too much fell running. I needed some cushioning and support inside wellies, because another of my pastimes involves carrying 40 kg rucksacks over very lumpy ground, often in wellies. (Diving gear is extremely heavy and welly soles are a bit thin, so you really feel sharp rocks.) .) I'm pleased with the insoles for this.  I have used them in my fell running shoes and hit one minor problem - they cause your foot to be slightly higher inside the shoe; this made a different part of my heel come in contact with the back of the shoe, causing some minor blisters. I just mention this because the same thing could happen in football boots. The arch supports on these insoles are quite thick; if you just want general cushioning, rather than arch support, maybe look at a different model (or brand)? If you need substantial arch support, these are excellent. 
Overall I'm please with my Moisos. As far as size goes, I ordered my normal size and they fit OK. You could always trim them a bit, if they're too wide or long.
