I can't figure out to put the blade in?

Twist the flat part slotted blade holder counter closck-wise, hold the knurled part of the handle for grip. Be careful, as you know, this blade is really sharp.

Would this knife work cutting pages out of catalogs or workbooks without the possibility of cutting into other pages?

Maybe if you're very careful. It's basically an exacto knife and it cuts like butter. A thin piece of plastic, like a notebook cover, or a thin piece of cardboard, like a soft-drink box, between pages would be ideal and give you enough control to not damage pages beneath what you're cutting. But yes, this is the kind of tool you see in TV shows when people are cutting letters out of magazines for ransom notes.
