Could this be used on a sisal carpet?

It probably could but i would just test a small area first, just to be safe.

Can I buy this in shops ?

I saw it in Wilkos and Asda too

Does it set off fire alarms

It didn't in our house and I used it in pretty much all the rooms except the kitchen

Would this be ok to use on a jute rug?

Not sure what a Jute rug is, but you put the powder on and scrub it into the carpet. This did not really help me so I would not buy it again.
