Does this window film need glue to stick, and why do I have to spray water to install it?

Static cling, no glue: the film holds on by static electricity. Water is only a temporary lubricant that lets you slide it into place and squeeze out bubbles. Apply to the smooth INDOOR side; once dry it clings on its own and peels off clean.

What can I do to keep the window film from peeling off the glass?

Four things 1) Clean the glass completely - dust, oil and lint stop a static film from clinging. 2) Use water only; soap residue weakens the hold. 3) Leave a 1-2 cm gap to the frame. 4) Squeeze out all water and air, especially at the edges.
