If so, is it best to apply to damp or dry hair? Is the hold good?** A: It can work for chin hair. The performance would depend on hair thickness. This product provides medium hold. For me it works better on damp hair. Ocassionally, during non-ideal situations, I use it on dry hair but it tends to form globs if not careful.
