Can this be used to make porridge?

I would say absolutely. I haven’t done it myself, but it heats up fast enough and can cook rice and noodles like nobody’s business. I don’t see porridge being a problem for it.

How do you clean the pot can it be submerged?

No you can't submerged the pot. I Clean it with a sponge and paper towel
