Hello can anyone tell me why there is no use by date on this product only the time period once it is opened, thank you.

Some cosmetics do not have use by - just use within opening times. A use by date is required for a product that has an unopened shelf life of under 30 months.

Can it be used as a primer

If you refer at primer as a pre-makeup thing, no It can not be used as that kind of primer. This is like a pre-moisturiser as an all-over hydrating primer; mix with your facial moisturiser to boost your skin's moisture absorption, or apply directly to specific dehydrated or dry areas on your face. I don't personally use a toner.

No it's one. I think the 3X moisturiser is referring to how it can be used or the multiple ways it moisturises
