Is this big enough to burn garden waste ie. Leaves, branches etc?

Yes provided you pack the incinerator at the bottom with good dry paper, then place very small twigs on top of the paper slowly building up the thickness of the material so thicker material is at the top. cut the material into bits, no more that the diameter of the bin and don't push the material down. Put leaves at the top. If you don't burn everything put the un-burnt material on first next time. works for me

Do i need firelighters to use with this paper burner bin

You can of course but dry newspaper is really all you need , or loose paper from all the packaging we get these days
