What type of packaging is used to deliver the mattress cover, is it secure or flimsy?

It came in a thick plastic. Covered my mattress which was stored in my pals garage for 10months. It was perfect! No leaks at all

can you use it as a vacuum bag for memory foam mattress?

There is no vacuum seal on it. It is essentially a giant plastic bag. Thick and durable (if not scraped or dragged along a rough surface) but it is open along one edge which would need to be taped or stapled.
