It's very simple. It comes with complete instructions. Add to fermenter. Add water, stir and pitch yeast, (provided). It ferments out in 10-30 days.

Can you use regular sugar or does it have to be dextrose or corn sugar?

Regular cane sugar will be fine. The dextrose (corn sugar) has a cleaner taste but is more expensive and harder to find. Karo corn syrup is the same thing and there is a conversion chart on the side of the bottle.
