Will this run 250vac? I have seen others rated at 450Vac, saying they would.

As long as the rated voltage on the new capacitor is higher than 250 volts AC and the rated UF is within tolerance ( matching UF or very slightly higher it should work.

I need 16uf will 20 uf cause me problems?

I bought the same cap for a small drill press motor which originally had a 16 uf 120 volt cap. The 20 uf cap will work just fine. As long as you do not get a cap of lower rated voltage. So the 450 volt cap at 20 uf works great on my small drill press. 20 uf will give a slightly larger kick to the motors start winding. I have quite a few hours on my small drill press with the new cap at 20 uf 450 volts and it is running perfectly. You should be good to go. I hope this answers your question.
