Does it come with screws? If not, what's the height at the point where the holes are?

No screws included. Each bracket is 20mm high where the vertical hole goes thro the front end of bracket, 40mm high where the rear hole is. Suggest decide what length screws you need once you know the thickness of the shelf to go on the brackets

Is the whole bracket (including hooks) 270mm or just the part sticking out from the wall upright?

The bracket projects 270 mm from the upright, and therefore the approximate measurement from wall to bracket tip is 285mm - hope this answers your question.

what are the maximum loads for the various shelf bracket sizes?

Would depend on spacing between brackets and also what the upright straps are attached to - EG plasterboard will carry very little, wooden stud partition uprights will carry more, as will concrete block walls.

What is the size of the hook?

If I'm understanding you correctly, the hook is 16.5mm high and 11.3mm deep, measured with a digital caliper, to the nearest 10th of a mm. It's about 13.5mm across, between the two hooks so to speak, the width of the bracket.
