how does it turn, by weight shifting or the old fashioned way of turning the handle? Does it have a brake?

Weight shifting. Only has brake when you have it set up in scooter mode(step on break on back wheel.

Not good quality.

Product quality is not good. The wheels received are rusty. Purchased the product considering high quality as claimed . Company claims product to be made of steel but the same is not true. I am attaching the photo as well.
