Can this be used on interior concrete basement walls and floors, or is this strictly for exterior use?

Both no problem. It is good for any temp so you are good to go. I have used it on driveway and for cracks in basement floor.

Does it produce strong smells, fumes? I need to apply on holes and uneven setting on indoor apt ceiling. Would it set properly or is the product runny

No smell but I don't know about applying it on a ceiling!

Do I need a tool to push filler into crack?

This was used to fill cracks in our basement floor. We used a tool to smooth it, but not to force it into the crack, which is great if you can do that. It has been on the floor for some time now and has not cracked again.
