solid and cheap laptop bracket
This bracket will not go up and down - that sort cost a lot more.This is well made, simple and solid. Just what I need.

Mounting Bracket Problems
The plate mounting bracket is obstructed by the arm screw. That said I don't think it is intended that the plate to be horizontal but it would be nice (you would have to machine the mounting plate to achieve this). The instructions are the worst I've ever seen. The screw set is not really right as the screws are too long and the wrong size but they do fit but fiddly.
