Q: Does this skirt have a slit in the back?

Mine does not, though it very stretchy so a slit is not really necessary.

Q: How does this skirt compare to the lu la roe cassie?

Maybe a little thinner material. But the length is great, fit is great. Pretty equal to the Cassie in my opinion. I stopped buying LulaRoe since I could find cheap in price skirts here on Amazon!

Q: 13.5" waist and 16" hips for size medium according to the size chart. Who has these kind of measurements? I thought this wa for women.

Yes..skirt has lots of stretch should work and if it dosen't fit as you like send it back and get next size but it should work

I can't answer "why does this (the length) never show" , but I can tell you that the skirt is approximately 19" long, which includes the 3.5" band at the waist. It is about 15" wide. There is no hem; it is a continuous piece of fabric that acts as a liner in addition to the outer skirt. It's very stretchy. I use it primarily with long tunics or long blouses, so only a small part of the skirt shows. It can be worn at the waist or lower on the hips, IMO, so that will also increase or decrease the length to your liking.
