No it will not, the smell will be ingrained in the fabrics etc - depending how long the area has been smoked in. Things like this only really mask the smell.

Is the item a complete neutralizer of cigarette smoke smell?

Yes, I use it all the time. Check the spray first with one short burst. I have bought a few with one faulty. Their customer service was excellent. Hope this helps.
