Q: Why cant you use a case with a metal ring?

The metal ring gets in the way of it lying flat against the charger.

Q: where is the part that plugs into wall?

It's on the back of the base if the stand.

Q: Is the hole on the front USB-C pass-through?

There is no hole on the front of the charger. The mini USB connector is on the back of the unit. And, it is a pass-through. Great little charging stand. Even works with my case on it.
