Are the bags removable?

The cape is removable from the harness, but the bags on the cape are sewn on.

Does this come with patches ?

I think mine only came with the red one tigris small patch. I bought all the other ones I have separately.

Measurement: My dog is 18 inches neck, 33 inches chest. Will the medium adjust enough to fit?

From my experience, yes. It is bigger than you think.

How long is the handle on the medium harness?

Hi there! The handle on the medium harness is about 12" long.
