Can I use this hot dog chili sauce as a base to make regular chili by adding meat?

Yes, you CAN do this, but I'm not sure you'd like it.  This chili tastes great on hot dogs, but that's what it's designed for.  I've tried eating it without the dog, and it just isn't much good that way, in my opinion.  On the other hand, regular chili tastes funny if you put it on a hot dog.  You ought to use it for what it was designed for.

Question 2

I just read where the fda shut down that chili sauce back in 2008 for botulism.  how do i know if the can is contamintaed?

Yes. That is true, however that product was Austex chili, which was my all time favorite. It too was made by Castleberry’s. I personally never had any issues with that product, but they no longer sell it because of the FDA report saying that botulism was found, which you already know. In any case, I thought that Castleberry’s would be the same flavor, or new and improved, since it’s the same company. Not so. I bought 12 cans. I opened one, hated it, the flavor was totally different from what I had expected. I donated the rest.

Question 3

Locally, walmart sold austex branded chili sauce.  the castleberry logo was in small print over the word austex.  is this the same product?

Not sure but I used to work at 7/11 and this is the chili they use for their hot dogs and nachos or at least they did when I worked there 30 years ago.

How many cans for this price?

The Amazon site shows that it is "6 - 10oz cans" for the price listed there. Also, it says, "Castleberry's, Hot Dog Chili Sauce, Classic, 10oz Can (Pack of 6)"; so it says it twice, right there. Six cans that are 10 ounces apiece, for the stated price. Enjoy! I can't eat a hotdog without chili, myself!
