Does it have English instructions in it

I’m not sure, as I no longer have the packet. I used them all as they were so delicious. You don’t really need instructions though, you can just add the black beans as they are to a stir fry or something. Hope this helps!

Are they re-hydrated?

The beans are salty and moist. I use a handful soaked in water for half an hour. They really add to stirfrys etc. Have 2 lots from this seller.
