Q: Will the material fray if I cut a slot in it

The material very strong I think it would be ok

Q: Is it waterproof enough to leave the cushions on the furniture ie.protection from rain and condensation?

Its certainly waterproof enough, we've had no issues of leakage. Now any water that lies on the ground under the unit you are covering will evaporate in the warm weather and get trapped within the cover. In short we've kept the cushions under the cover unless there's lots of rain.

Q: Are covers exact sizes or slightly more generous

It is just the right size. It fits my set perfectly and is great quality.

I’d say depends on the type of set you have. It has 4 buckles on each corner , so I clip mine around the feet of my furniture. If you don’t mind the bottom being exposed I’d get the 200-160-70 But if you want it all covered -or you have a rattan style with quite small feet (like mine) I’d go up and get 242 165 100
