VERY Soft, Cozy (NOT itchy) & Long, but…..
Yes, it Requires and does “NOT come with” a Portable Power Bank (but it “says” that, so ‘not’ surprised).The double-layer scarf itself is attractive, soft/brushed yarn, comfortable to wear (almost a waffle-weave, like a cozy thermal shirt). It’s long ~72”L x 13”W plus fringe. It is very nicely crafted; it doesn’t look cheap or crooked [brand new(!)—but after washing, unsure??]. It has a decently-sized “hidden pocket” on one end which discreetly unzips to present a USB cord [to be plugged into your OWN small power bank to create “heat”] with space to hold it inside. I tried it with both a lipstick bank & a larger brick-type. Both “fit” easily, but I wld recommend the smaller lipstick-type due to “weight issues”, which PULL down on that end of the scarf(!). [these can be found on Amz ~2/$20].I really WANT to love this scarf, but….. it’s kinda “off” for me. For starters, the “only” heating element inside the scarf, is a small ~9”x 2” panel (u can see it sewn into the layers), which is sewn in place “wayyy” off center, and over to one side [its NOT like how they indicated in their photo showing the heat in the middle].WHY does this matter? Well, in order for that small heater to actually touch your neck & keep you warm, you can really only wear scarf in one position: twirled arnd your neck, with the ends hanging down front at ‘unequal’ lengths. …but I don’t always like my scarf wrapped around neck—sometimes that’s too hot & restrictive! You “can” also wear the lonnng end flipped loosely over one shoulder, but it’s not as flattering. Any other positioning wld move that small heating element off neck & then you wld feel nothing(!), which defeats the point. Also, unless you HAVE a “mini” power bank plugged in, the bigger brick ones make the scarf VERY heavy & pulley on one end and generally uncomfortable. Lastly, there’s just the whole “glowing lights” aspect when you wear it.That said, I “DO”appreciate the large “secret” pocket that could also be used to store some money/cc, DL/ID, key, tissue, etc (not a phone—too heavy!!). The pocket is genius!So, IF I decide the “heater function” of this isn’t for me, I would DEF keep scarf purely for its grand softness & style and “discreet pocket.” But…does this high price tag justify only that??

Power bank NOT included
I should have read the description more carefully--it does say that the power bank is NOT included--but I didn't realize that until it arrived. You need to have your own power bank with a USB port. Luckily, I do have one, so I am still able to use the scarf. However, the heat is only on the limited portion shown as orange in the picture--the whole length of the scarf is not heated. That becomes problematic when you put your power bank into the zipper pouch in the scarf--the weight of the power bank tends to pull the scarf down, which can shift the heated portion of the scarf away from your neck. I was hoping to use this around the house for some extra comfort since I tend to get chilly and don't want to overheat the whole house, and if I am sitting still and can rest the power bank on the desk or table in front of me, it is fine, but the scarf is too short for the power bank to rest on my lap while the heated portion is on my neck, meaning it is not comfortable or relaxing to sit on a couch or walk around in. I imagine if you have this on under a snug coat or sweater, it might help hold the scarf in place, or you can double it over and stick both ends through the loop created (like the 4th image in the product listing), but I find when I do that the heated portion is slightly off center. As for the amount of heat, it is fine, and it will last as long as your own power bank does. All in all, the scarf is reasonably nice looking, and you can find ways to make it work, but I'm not excited about it, and for real warmth you'd probably be better off with a heated vest.

For $30, it should include the power bank.
The scarf itself is a decent enough material, but for the price, IMO, it really should include the power bank along with it.If you're looking for a heated scarf that doesn't look like the traditional ones (a.k.a. sporty/rip-stop type puffy material), this will work well enough for you and thankfully USB battery packs are easy enough to come by where the lack of power bank doesn't make it a deal breaker.Knocked off one star for lack of power bank and because the zipper was sewn with the fabric caught up in it in two places, so I'm going to have to seam-rip and re-sew in order to put a power supply in since it won't open up all the way.

Nice looking scarf, but no power bank included
This is a nice looking scarf, and for my mother who is an UA fan, it's great that it's a houndstooth pattern. She has issues with the cold, so this was a great idea for her, until I noted that it has no included battery packs. So basically, "as is," it's a scarf. I've never bought a heated clothing item that didn't come with the battery, so that was a bit of a disappointment.

Pretty but.......
I think for the price it should come with the power bank. It's pretty, soft, and very stylish but I live in the middle of the boonies so I have to drive over two hours round trip to go buy a power bank. If you are giving this as a gift beware.

It needs a battery
I got this for this winter all exited about it heating up but when I received it it was very nice, soft material but it had no battery so no heating up until I went and got a power bank.

Be aware! No power bank included
Haven’t been able to use because it didn’t come with a power bank. When I went to buy one, the bank that was recommended was sold out and unavailable. The scarf is soft, but I have plenty of soft scarves, this was my first heated one. I’m very disappointed.
