Is this meant to be a liquid or gel? My old tap safe was a liquid but this is coming out like gel 🤔

I used to work in a pet shop & have had fish for years, iv never seen tap safe as a gel, if it's not devolving quickly I'd recommend binning it.

Where i live,the water is very hard,what can i add to make it safe for the fish ?
